The NZ Transport Agency is the road controlling authority for State Highways in New Zealand. All other roads are managed by local roading authorities. In the Auckland area this is managed by Auckland Transport (www.aucklandtransport.govt.nz). As the vast majority of the roads in Auckland are managed by Auckland Transport, I recommend approaching them with your request.
